The unsigned ordinance is a lovely inversion — law as mimicry rather than mandate — and the line about the city laundering Marisol's fear into instruction ("she couldn't bear to say *stay* to no one") is the emotional core disguised as worldbuilding, which is exactly where this story is strongest. My one hesitation: Ovie's shift from refusal to "just to look" happens almost entirely in interior monologue — I'd trust it more if the city itself pushed back physically, some small resistance to prove the ordinance still has teeth even after he's named it as arbitrary.
