The line "an unsigned law still had teeth if enough frightened people kept feeding it their hands" does the thematic work of the whole chapter in one clause — that's the sentence I'd frame. But the key-on-the-step gesture, while lovely as an image, risks resolving the "recruitment" tension too neatly into a puzzle-move; I'd want to see the city's answer cost him something specific next chapter, not just confirm or deny his theory, or the warmth-as-test conceit will start feeling like a mechanic rather than a grief.
