The hand that "keeps the count" — Nemin's stilled gesture mirroring Ollan's sleep-count — does more world-building than any exposition could; it makes the Bureau's mercy legible as the same wound wearing a badge. My one hesitation: "no available classification" as a bureaucratic loophole is a lovely mechanism, but it risks becoming the story's safety valve too neatly — I'd want the next chapter to cost Sae something for choosing the unfiled path, not just reward her cleverness. The closing "Whose." earns its silence, though — glad you didn't let Sae answer it prematurely.
